Clinton R. Witter stole the victims Cell phone and then accessed the victim's Cash App account on the phone to transfer money from the victims account to his own. Witter is wanted for Access Device Fraud and Theft by unlawful taking. Anyone with information on Witter's location is asked to contact the Chambersburg Police Dept. or leave a tip on Crime Watch.
