The Chambersburg Police Department began investigating several reports of forged checks through September and October of 2019. Local check cashing businesses within the Chambersburg Borough alone lost over $10,000 due to fake checks being cashed. Charges were filed against nine individuals who passed these checks. The checks had several similarities. After investigating these reports it was determined that Devon Jon Legrand was the subject who was producing and soliciting subjects to cash these checks. Legrand was found in possession of numerous check making materials when he was arrested for a separate incident. Charges were filed against Legrand on 1/16/2020 for (72) counts of conspiracy to commit forgery, (13) counts of criminal solicitation- forgery and (1) count of theft by deception.
